3. Mobuto Sese Seko, Democratic Republic of Congo (1930 – 1997)
Mobutu Sese Seko Kuku Ngbendu Wa Za Banga was the military dictator and President of the Democratic Republic of the Congo from 1965 to 1997.
He also served as Chairperson of the Organisation of African Unity from 1967–1968.
He managed to acquire US$5 billion through corruption, making him the most corrupt leader in Africa.
